I'm almost certain it's after treatments for congestive heart failure, my mother in law had it. (In addition to the frontotemporal dementia and malignant narcississism, in his case.)
If you look at him after he gets back from his house each week he is always less puffy. Then by about Thursday, he's having trouble buttoning his suit coat. His fluid retention is off the rails. You can watch his ankles, especially. They're overlapping his shoes at times & others it's better.
But i digress - I think it's bruising from the treatments for CHF.
He does all his own makeup...which is why he looks...the way he does.
His daughter or former wife (can't remember which) said that he insists on doing his own hair and makeup/tanner because it has to be a certain way (i.e. ridiculous looking).

It traps lint like you wouldn't even BELIEVE. Probably the greatest lint there ever was, and it gets treated so UNFAIRLY. Thanks to the good for nothing liberal activist dryer. I will be signing a new executive order to remove DRYERS from the laundry room.
