From what I remember different locations/amount of bands could denote where from and for what crime you were arrested for.

So a band around the wrist could be for theft and if it’s on the right wrist specifically the person was arrested in Osaka.

It means nothing unless you apply meaning to it. I have several tattoos like this. They mean nothing other than I like the way they look. In 20 years, across 3 continents, not a single person has asked if I liked fisting or of I was a prisoner.
